I don’t know of any that give out ideas for free online. You can go into almost any tattoo parlor and most have tons of books and example and portfolios of work they have done. I have never seen a shop charge anyone to look at the books, so I would say just go into some local places and check them out.
The best place that I’ve found is BMezine.com. It actually shows picture of people’s tattoos. It’s also broken down into catergories like flowers, old school, new school, etc.
The absolute BEST website that I found was BMEzine.com. I love it. I’ve looked through their stuff every time I’ve wanted a new tattoo. They have a ton of images of other people’s tattoos to go off of. You might find something you like, and then you can take it to your tattoo artist, and he can make it your own.

the best place i have actually just recently found is the site is still being updated constantly however the the tattoos that are up there now are good and the viewer that displays them is pretty unique and all of the images are downloadable and printable hope this helps!!
Don’t limit yourself to tattoo sites. I found the design for my tattoo on a website for a watercolor art show. Just do a search on yahoo or google images for the type of art that you want and it’s all fair game.
go to the shop and work it out with the artist these damn free web sites are BS sure you can get the designs there but half of a tattoo artists income comes from these designs that we either have to buy or create ourselves. Buying these designs can cost us thousands of dollars for good quality art and creating them takes many hours of work so support your local tattoo shops and use their art not bs from the net.
