There are many types of dragons all over the world. It sounds like you are talking about an Asian dragon (and there are many types of Asian dragons also), but presuming this,

One of the best tattoos I have ever seen was by Chris Garver (of Miami Ink fame.) It paired a dragon and a tiger. Of critical importance according to Chris (and I agree), is the dragon and the tiger need to look into each other’s eyes.
So I would draw a line across your body from the perspective of the dragon, and then have your tattoo artist do a custom piece that places the tiger accordingly.
